Ross Williamson - Chair

Ross has significant Board experience, having held numerous Board Director roles or worked directly for a Board since 1996, as follows:

1992-1996: State Swimming Centre Board (Director);

1996-2001: Melbourne Sports & Aquatic Centre board (Secretary);

2002-2004: Geelong Golf Club Committee (EO);

2004-2010 Sanctuary Lakes Golf Club & Body Corporate Association (EO);

2012-2017: South Melbourne Market Committee (EO); and

Currently: Western Region Football League Board (Director).

Ross has had a long and varied association with volunteer committees and understands the importance of cohesive boards and the need for a clear vision to guide management.

Ross’ strengths are the ability to work cooperatively, treat people with respect, maintain relationships in tense situations and make considered decisions based on evidence. 

Simon Oldham - Treasurer

For over 30 years Simon has performed management roles in both Commercial (Qantas Airways), Public Service (Department of Treasury) and Not for Profit (Independent School) environments.

A diverse background, he has worked in the area of Financial and Management Accounting, Business Strategic and Financial Planning, Legal and Governance matters, Risk Management, Logistics and Resource Management, Human  and Industrial Relations and Capital Works and Property Management. In the past, he has also been a Committee Member and Director of the Association of School Business Administrators (ASBA).

Simon is currently responsible for Finance and Governance matters at a Not for Profit Independent School, holds a Bachelor of Commerce, is a Fellow member of the CPAs and a Fellow member of the Governance Institute of Australia.

Tom Pere - Director 

During his corporate career, Tom has worked in a range of Human Resource positions both internationally and locally and across multiple business sectors. In those roles, and as a member of various leadership teams, Tom was directly involved in setting and guiding the organization’s people strategies. He has also led major change initiatives in support of the business’ strategic direction.

Tom has previously been a Trustee Director for a large corporate superannuation fund. He holds a Bachelor of Arts (Hons) in Organizational Psychology and is a past graduate of the Australian Institute of Company Directors. He is now retired.

Being domiciled in the inner western suburbs for many years, and as a member of the Westgate.

Bill Morton- Director  

Bill Morton professional career spans thirty years in the community sector in Australia and overseas. He has worked in variety of roles for government and not-for-profit organisations, with extensive experience in program management, research and policy.  Towards the end of his career he worked as manager of a small family business.  

Bill has been a member of boards and management committees for several community organisations. As a western suburbs resident and long-term member of Westgate Health Co-op, he is committed to ensuring the Coop continues to provide affordable, accessible and quality health care for its members, and adapts and prospers in a rapidly changing health care environment.

April Goulter- Director  

April Goulter is a senior legal professional with over 18 years of experience in corporate law, specialising in regulatory compliance, dispute resolution, corporate governance, cybersecurity, and data privacy. She has held senior advisory roles across financial services, technology, and operations, managing complex legal and regulatory matters in Australia and internationally.

Known for her pragmatic and solutions-driven approach, April brings extensive expertise in governance, risk management, and compliance. Her strategic insight and legal expertise make her a valuable contributor to robust board oversight and informed decision-making.

A resident of Melbourne’s western suburbs, April is deeply committed to supporting community-based organisations. She is dedicated to advancing Westgate Health Co-operative’s mission of providing affordable, accessible, and high-quality healthcare services that truly serve the needs of members and the wider community

Sarah Botros- Director  

Sarah Botros (MBBS, MPH) is an experienced healthcare professional with a strong background in medical practice, health system improvement, and large-scale project delivery. She has worked across public and private hospitals, emergency services, government, primary care, and aged care in Australia.

Throughout her career, Sarah has led complex health programs focused on improving access to care, patient safety, service quality, and system performance. Sarah has held senior roles in hospital networks, ambulance services, and state and federal health departments, where she worked closely with clinicians, executives, policymakers, and community stakeholders. She brings a strong understanding of how health systems operate and how decisions affect patients, families, and local communities.

Sarah is committed to consumer-centred care and values the role of community-led organisations in improving health outcomes. She brings this perspective to her board and advisory work, supporting accessible, safe, and high-quality care.
